This chapter highlights the risk of implementation failure and strategies to manage that risk. The transformation of smallholder agriculture would have a massive impact on Pakistan’s overall economic situation. This is already recognised in Pakistan through Pakistan Vision 2025 and other plans. Several related agricultural policy initiatives are already underway and described in this summary. However, integrated implementation of the suite of policy recommendations will require active involvement of federal, provincial and district authorities. Close liaison with the private sector, NGOs, and farmers’ organisations is also vital. The World Bank lists three key drivers of policy effectiveness: ‘Commitment, coordination and cooperation are… essential institutional functions for making policies effective and thereby able to achieve development outcomes.’
